State Licensing
Florida does not require a state contractor's license for mowing, edging, or basic lawn maintenance. You only need a license if you apply restricted-use pesticides (Chapter 482) or do irrigation work tied into potable water systems.
Where Insurance Becomes Mandatory
- HOAs and property managers — virtually all require a $1M GL certificate before you step on the property
- Commercial accounts (banks, retail, offices) — require $1M/$2M GL and often $1M auto
- City and county contracts — require GL, auto, and workers' comp regardless of employee count
- Subcontracting under a larger landscaper — they will require you as an additional insured (see /additional-insured-endorsement)
What Happens Without Insurance
A typical Florida lawn-care claim: a rock kicked up by a mower cracks a windshield ($800), shatters a sliding glass door ($3,500), or chips paint on a parked Tesla ($6,000+). One claim per year wipes out a solo operator's profit.
Worse: if you damage an in-ground irrigation system or a fiber optic line, repair bills routinely run $5,000–$25,000.
What It Costs
A solo Florida lawn-care operator can get a $1M/$2M general liability policy for $45–$75 per month — around $100/month once you add commercial auto on the work truck. That's less than the cost of a single mid-sized claim.
Minimum Coverage to Operate
- $1M/$2M general liability
- $1M commercial auto on the truck pulling the trailer
- Inland marine for mowers, blowers, trimmers (theft is rampant in FL)
- Workers' comp if you hire your first helper (1+ employees for construction-classified work, 4+ for pure landscape)
